Job Summary
The Compliance Manager will ensure that BIL complies with all applicable legislation regarding the storage, handling, and transport of dangerous goods (DG). The role focuses on implementing best practices across operations while supporting the organisation in achieving Responsible Care standards.
This position requires a combination of technical knowledge, auditing expertise, and regulatory understanding. You will act as the DGSA Appointee and Responsible Care Management Representative, overseeing compliance for all MHI (Major Hazard Installation) sites, and ensuring that all safety, environmental, and operational protocols are consistently followed.
Qualifications & Experience
Qualifications Required:

Chemical Engineering degree or similar

Environmental qualification
-
SAMTRAC certification is desirable
Desired Experience:

Understanding of laws and regulations for storage and transport of dangerous goods

Experience with EIA (Environmental Impact Assessment) requirements

Knowledge of MHI requirements, managing MHI sites, and liaising with local authorities

Experience reviewing SDS (Safety Data Sheets) and interpreting chemical risks
-
Auditing experience is beneficial
Candidates with proven experience in risk assessment, regulatory compliance, and hazardous goods management will have a strong advantage.
Key Responsibilities
As a Compliance Manager, your duties will include:

Dangerous Goods Management: Oversee the safe storage, handling, and transport of DG across all sites.

Regulatory Compliance: Ensure all permits, licences, and registrations are up-to-date, including MHI and Responsible Care obligations.

Audits and Safety Checks: Conduct audits to ensure compliance with SANS 10263, SANS 10231, SQAS, and internal standards.

Training & Development: Provide internal training on chemical handling, storage, transport, and emergency response, ensuring competency checks.

Emergency Response: Review and participate in drills for chemical-related incidents, providing feedback to improve site readiness.

Risk Management: Support sites in identifying hazards, conducting risk assessments, and implementing control measures.

Reporting: Prepare annual safety reports, maintain permit registers, and manage CAIA KPI submissions.

Client Compliance: Ensure client sites adhere to BIL and customer-specific compliance requirements.
Other responsibilities include maintaining a SDS database, managing TREC cards, and representing BIL at SQAS forums.
Skills & Competencies
Core Competencies:

Strong knowledge of Hazardous Chemical Substances Regulations

Understanding of SANS 10234, 10228, 10231, 10263 standards

Familiarity with EIA, MHI, SQAS, ISO 9001, 14001, 45001, and SHE legislature (OHSA, NEMA, Waste, etc.)

Ability to perform audits, risk assessments, and compliance reviews
